Renewable energy has a special place in attracting capitals and increasing energy production in Tehran province. In justifying the necessity of this issue for the province, Tehran’s macro-policies for secured energy, non-polluting emissions and increased employment can be mentioned. Although Iran has extensive fossil fuels resources such as oil and gas, it is one of the richest countries in the world in terms of other renewable energy sources such as the sun, wind, biomass, and geothermal. However, the share of the country’s renewable power plants from total nominal capacity of installed power plants in 2016 is less than half a percent (about 300 megawatts), 51 percent of which are governmental projects and 49 percent nongovernmental projects.
After Joint Comprehensive Plan of Action (JCPA), a number of Memorandums of Understanding have been signed between Iran and various governments, leading to the return of investor companies to the Tehran Province to invest in renewable energy. For example, within a year after JCPA, the Ministry of Energy, as the related responsible organization, and New Energy Organization (Also known as SNA), as a guaranteed purchaser of electricity, have concluded 45 contracts with foreign investors around the country for guaranteed purchase of electricity. Meanwhile, in the Sixth Development Plan of the country, the Ministry of Energy has also planned to build a new power plant with 25,000 megawatts of electricity, 5,000 megawatts of which are intended only for the construction of renewable power plants.
Solar energy is one of the most important sources of renewable energy for Tehran province. Studies show that the use of solar equipment in the province is appropriate and can provide some of the needed energy. According to experts, in different regions of Iran, with 300 sunny days in more than two-thirds of the area and an average radiation of 4.5 to 5.5 kwh/m2 (1800 to 2200 kwh/m2 per year), there is a high potential for solar energy compared to the global average.
